Southern Ohio Educational Service Center's Business Advisory Council Recognized for Its
Efforts to Strengthen Workforce Readiness for Local Students

November 7, 2024 – The Southern Ohio Educational Service Center (SOESC) proudly unveils its
2024-2025 Business Advisory Council (BAC) plan, reinforcing its commitment to preparing students in
Adams, Clinton, Fayette, and Highland Counties for future success in the workforce. Recognized once
again as a 3-Star Business Advisory Council by the Ohio Department of Education & Workforce,
SOESC’s BAC continues to bridge the gap between education and local business needs, ensuring a
robust partnership between schools and industries.

The SOESC BAC is a collaborative effort involving local K-12 and post-secondary educators, regional
businesses, community and economic development groups, and workforce development agencies.
These partners assess workforce demands and essential employability skills to create a tailored,
responsive educational system. This cooperation supports county-level Business Advisory Councils
and workforce collaboratives in Adams, Clinton, Highland, and Fayette counties, promoting strong
connections among schools, businesses, and communities. Through this collaboration, SOESC’s BAC
aligns educational objectives with regional economic drivers and labor market demands, benefiting
students, employers, and the broader community.

Key Goals for 2024-2025:
  • Regional Focus: The SOESC BAC operates within JobsOhio regions, covering West Ohio (Clinton and Fayette Counties) and Southeast Ohio (Adams and Highland Counties).
  • Work-Based Learning: BAC initiatives prioritize work-based learning experiences and career exploration activities, equipping students with the skills and knowledge needed for career success.
  • Enduring Partnerships: By fostering ongoing collaboration between educators and business leaders, the BAC aims to create sustained relationships that bring real-world relevance into the classroom.

Business Advisory Councils. This accolade highlights the BAC’s effective strategies in transforming

Curt Bradshaw Joins Esteemed 2024-2025 Executives in Residence Leadership Program

[Wilmington, OH] – The Association of Educational Service Agencies (AESA) is thrilled to announce
that Mr. Curt Bradshaw, Superintendent at Southern Ohio Educational Service Center (SOESC), has
been selected as a member of the 2024-2025 Executives in Residence (EIR) cohort.

The EIR program aims to develop future national leaders among Educational Service Agencies (ESAs)
by providing an enriching environment of mentorship from seasoned executives and fostering
opportunities for collaborative learning. Participants like Mr. Bradshaw will partake in discussions,
share services and programs, and work on special projects, all while enhancing their leadership skills
and expanding their professional networks.

Mr. Bradshaw brings extensive experience from his work at SOESC, where he has prior experience in
overseeing operations related to human resources, strategic planning, workforce development, and
professional development initiatives. Mr. Bradshaw transitioned into the role of Superintendent in
August 2024, and his involvement in the EIR program is timely for his expanding leadership
responsibilities.

Upon learning about his acceptance into the program, Mr. Bradshaw stated "The most influential factor
that motivated my decision to apply to the AESA Executives in Residence program is the opportunity to
contribute meaningfully to the advancement of educational leadership and service delivery. This
program offers a unique platform to engage with other educational leaders and collaborate on initiatives
aimed at enhancing educational outcomes for students and the communities we serve in southern
Ohio."

Dr. Joan Wade, Executive Director of AESA commented "Curt Bradshaw's addition to the EIR program
brings a wealth of knowledge and a proven track record of innovative leadership in educational service.
His comprehensive background in teaching, administrative roles, and as Superintendent provides
invaluable perspectives that will enrich the learning experiences of the entire cohort."

The program commenced in July 2024, during AESA’s Summer Leadership Conference and will
continue until July 2025. During this time, Mr. Bradshaw and his fellow cohort members are delving into
issues related to quality, value, and accessibility in education, focusing particularly on equity and the
development of virtual and hybrid services to support K-12 schools.

Southern Ohio ESC Announces Leadership Updates for the 2024-2025 School Year

Wilmington, Ohio – August 26, 2024 – The Southern Ohio Educational Service Center (SOESC) is pleased to announce key leadership changes for the upcoming 2024-2025 school year, continuing our commitment to excellence in education and service to our community.

Rachel Meyer will continue her invaluable service as Treasurer for the 2024-2025 school year. With an impressive 36 years of service at Southern Ohio ESC, Rachel has been instrumental in managing the financial health of our organization, ensuring transparency and accountability in all fiscal matters.

Following the retirement of Beth Justice, we are excited to welcome Curt Bradshaw as the new Superintendent of Southern Ohio ESC. Curt brings a wealth of knowledge and a deep commitment to educational excellence, and we are confident that his leadership will continue to drive our organization forward. Curt has 12 years of service with Southern Ohio ESC.

Additionally, we are proud to introduce Casey Enochs as the newly hired Assistant Superintendent. Casey's extensive background in education and leadership will be a tremendous asset as we strive to meet the evolving needs of our students, educators, and communities.

Mrs. Beth Justice of Southern Ohio Educational Service Center receives the Superintendent Awards of Excellence

The Martha Holden Jennings Foundation has proudly served for 65 years with a dual mission: to maximize the potential of Ohio's PreK-12 public school students and to honor public school educators, thereby bringing recognition to the teaching profession. Educational Service Centers are considered public school partners with the Martha Holden Jennings Foundation mission

On July 18, 2024, Mrs. Beth Justice, Superintendent of Southern Ohio Educational Service Center (SOESC), was celebrated at the annual Jennings Award Banquet at the Marriott Cleveland East in Warrensville, Ohio. She was chosen to receive one of the five Superintendent Awards of Excellence from the Jennings Foundation. This distinguished award comes with a $1,000 grant to be used at SOESC's discretion. Leading the nomination of Mrs. Justice in high regard for this award was Dr. Norma Kirby, Governing Board President of SOESC.

As stated by Dr. Kirby, "Mrs. Justice is a visionary, student-centered leader of SOESC with a steadfast commitment to the success of students, staff, and community. She is a master at encouraging others to reach their potential as well as supporting them in efforts to improve and grow. She appreciates the strengths, abilities, and talents of others and provides them with the opportunities to use all three in their work with students. She exemplifies the words of Helen Keller as she leads, "Alone we can do little; together we can do so much." Her impact extends far beyond the walls of any school or district. She has been a mentor, a friend, and a guiding light to countless individuals, offering encouragement, wisdom, and support when they need it most."

SOESC is designated as a High Performing ESC by the Ohio Department of Education and Workforce. It directly services twelve districts in Adams, Clinton, Fayette, and Highland Counties. In addition, SOESC serves as the fiscal agent for the Region 14/Hopewell Center, which provides state support services and special education cooperative services to eighteen schools. Together, SOESC empowers excellence by transforming education through dynamic partnerships for their students and community.

Mrs. Justice, an extraordinary individual whose dedication, passion, and unwavering commitment have left an indelible mark on SOESC, will retire on July 31, 2024, after 36 years of service in education, ten of those years at SOESC. Governing Board of SOESC named Mr. Curt Bradshaw as the new Superintendent and will begin his role on August 1, 2024.

Wilmington City Schools Board of Education Appoints Tim Dettwiller as Interim Superintendent


Wilmington - The Wilmington City Schools Board of Education has selected Mr. Tim Dettwiller as the district’s interim superintendent for the 2024-2025 school year, effective August 1, 2024.


Mr. Dettwiller succeeds Jim Brady, who resigned after serving the district for two years as superintendent.


“Mr. Tim Dettwiller brings a wealth of leadership experience and a strong commitment to student success,” said WCS Board President Marty Beaugard, Sr.  “We are proud of the strides we have made in the district and look forward to working with him to continue our momentum while enhancing our efforts to provide exceptional opportunities for all.”


Incoming Interim Superintendent Tim Dettwiller expressed his enthusiasm for the role, stating, “I am excited and humbled to be selected by the Board of Education as the next superintendent of one of the great school districts in Ohio – Wilmington City Schools.  I look forward to meeting and working with the incredible staff and community to develop a clear path to academic excellence in the coming year.  Through collaboration, I am eager to be a part of turning our challenges into opportunities.  I am proud to say: It’s a Great Day to be a Hurricane!”


Dettwiller’s extensive career in education includes his recent position as the ACCESS Director of Highland County Workforce Development with the Southern Ohio Educational Service Center (SOESC) since 2022.  He previously served as the superintendent of Fairfield Local Schools in Leesburg, Ohio, from 2018 to 2022, superintendent of Madison Plains Local Schools in London, Ohio, from 2014 to 2018, and treasurer/chief financial officer of Madison Plains Local Schools from 2011 to 2014.  Additionally, he was the treasurer/chief financial officer of Springboro Community City Schools from 2001 to 2010 and Madison Plains Local Schools from 2000 to 2001.  Before his roles in public school districts, Mr. Dettwiller served with the Auditor of State of Ohio from 1987 to 1999 as Deputy Auditor, Auditor in Charge, and Auditor.


Mr. Dettwiller holds a Bachelor of Arts in Accounting degree from Wilmington College and a Master’s in Educational Leadership degree from Ashland University.

Highland County TAG students tour Pennsylvania on annual field trip

Highland County’s Talented & Gifted (TAG) students recently experienced Philadelphia, Valley Forge and Gettysburg, Pa. on their annual TAG field trip, May 2-5. 

The 42 fifth-, sixth-, seventh- and eighth-graders and six chaperones toured Philadelphia with stops at the Liberty Bell, Franklin Court, Independence Hall, Congress Hall, Carpenters’ Hall, the National Constitution Center, Betsy Ross House, Elfreth’s Alley and the Franklin Institute of Science. Other highlights of the trip included guided tours of Valley Forge National Park and Gettysburg Military Park.

Students attending from Fairfield Local Schools were Weston Baldwin, Vinny Ballard, Brya Fauber, Jaxton Heard, Morgan Hughes, Bobby Keirns, Laural McCoy, Davis McKenzie, Roman Russell, Addison Stanfield, Cameron VanDyke and Dailey Watson.

Students from Hillsboro City Schools were Rush Abernathy, Abby Anderson, Tyler Bender, Madison Burwinkel, Brayden Coates and Chloe Pierson.

Bright Local School District was represented by Luke Cox, Ivy Garrison, Annie Overstake and Makayla Wilder.
Lynchburg-Clay students included Paisley Donley, Kari Ferguson, Colton Grabill, Connor Runyan and Gabriel Wright.
Greenfield Exempted Village Schools were represented by Alaina Best, Ellen Cullom, Landan Cullom, Lucas Dettwiller, Brylee Douglas, Audrey Giffin, Grayson Jones, Jack Judkins, Grayson Knedler, Preston Mossbarger, Jaelyn Northrup, Gabriel Quincel, Gatlin Secrist, Joanie Shrout and Jax Vanzant.

Chaperones for the trip were Mrs. Kesia McCoy, Mrs. Elena Cullom, Mrs. Shellie Anderson, Mr. Chad Walls, Mr. Michael Donley and Mrs. Toda Shrout. The trip was coordinated and chaperoned by Kimberly Douglas, Coordinator of Gifted Services for Highland County, in conjunction with Debbie Bowling, agent for Martin School Travel, Lexington, Ky.

Congratulations 2024 GAYLORD AND BARBARA WADDELL SCHOLARSHIP RECIPIENTS
From The Southern Ohio Educational Service Center Scholarship Committee

The Gaylord and Barbara Waddell Scholarship Fund were established in 1980 by the late Barbara Waddell of Sabina. Ms. Waddell bequeathed $600,000 to the Clinton County Board of Education as an endowment for post-high school scholarships for members of the graduating classes of Blanchester, Clinton-Massie, and East Clinton High Schools.  Including the eleven recipients pictured, five hundred and fifty-five graduates have received scholarships, and $1,753,911.00 has been paid to post-high school institutions from endowment earnings. Scholarship criteria and the ratio of scholarships available to each high school were established in Ms. Waddell’s will. The Southern Ohio Educational Service Center Scholarship Committee extends sincere congratulations and best wishes to the 2024 recipients.

Clinton Co. Business Advisory Council presents integrity scholarships

The Clinton County Business Advisory Council is pleased to announce the following recipients of the 2024 Integrity Scholarships: Leah Binau, Clinton-Massie Local; Caleb Brown, Blanchester Local; Ashley Delph, Wilmington City; Layla Winemiller, Blanchester Local; Oliver McDermott, Wilmington City; Morgan Riggers, Clinton-Massie Local; Brighton Rodman, Clinton-Massie Local; Miles Theetge, Clinton-Massie Local; Katelyn Toles, Blanchester Local; and Aiden Walker, East Clinton Local.

The scholarship was initiated in 1998 to make the cost of post-secondary education more affordable to deserving students, according to a news release. The recipients are selected based on attributes such as ethics, ambition, and academic promise.
The scholarship committee elected to award 10 scholarships for 2024 to Clinton County students, each in the amount of $625.

Southern Ohio Educational Service Center Hosts Four-County Celebration

Wilmington, OH, May 9, 2024 — The Southern Ohio Educational Service Center (SOESC) proudly hosted its annual Four-County School Board Meeting and Celebration on May 9, 2024, at the Laurel Oaks Campus in Wilmington, Ohio. The event highlighted the exceptional achievements of educators, students, and community partners across Adams, Clinton, Fayette, and Highland counties.

The evening began with a Posting of the Colors by the Blanchester Boy Scout Troop 47, setting a patriotic tone for the gathering. The SOESC Governing Board sponsored the dinner meeting, which was catered by McCoy's Catering, with beautiful floral arrangements donated by Griffith Gardens, Raines Farms, and Pickett Run Farm.

Talented local students provided entertainment, including a vibrant performance of Seussical Jr. by Washington Middle School students under the direction of Kristin Preston from Washington Court House City Schools. Additionally, the West Union High School Steel Drum Band, directed by Carl Schneider, Dakota Nehus, & Aaron Van Pelt from Adams County Ohio Valley Schools, delivered a captivating musical performance.

Bradshaw hired as Southern Ohio ESC’s 16th superintendent

WILMINGTON — The Southern Ohio Educational Service Center (ESC) Governing Board has selected Curt Bradshaw to serve as the ESC’s 16th superintendent, effective Aug. 1.

Bradshaw will replace Beth Justice, who has served as superintendent since January 2017. She has resigned for the purpose of retirement after a successful 36 years in education.

Bradshaw, who currently serves as the assistant superintendent of the Southern Ohio Educational Service Center, holds a bachelor of science in education degree from Miami University, a master of education degree in administration from Xavier University, and an Ohio Gifted/Talented K-12 licensure endorsement, according to a news release. He also holds Ohio teacher, principal, and superintendent licenses.

Bradshaw has been employed by the Southern Ohio ESC for 12 years, serving in a variety of roles, including gifted intervention specialist serving Clinton-Massie Local Schools; coordinator of gifted services & programming serving Blanchester Local Schools, Clinton-Massie Local Schools, and East Clinton Local Schools; school improvement consultant and later director of teaching & learning serving 12 school districts across the Adams, Clinton, Fayette, and Highland county region. Most recently, Bradshaw has served in the capacity of assistant superintendent since January 2023.

Prior to working for the Southern Ohio ESC, Bradshaw taught fifth-grade English language arts at Roy E. Holmes Elementary and sixth-grade English language arts at Wilmington Middle School in the Wilmington City School District.

“I extend my heartfelt gratitude to the governing board for entrusting me with the role of superintendent of the Southern Ohio Educational Service Center. Embarking on this journey as superintendent is both a privilege and a profound responsibility. I am deeply honored to have the opportunity to serve our region’s school districts, community agencies, educators, and, most importantly, our students in this capacity. Together, with our dedicated and knowledgeable team, we will empower excellence by transforming education through dynamic partnerships for our students and community. With a collaborative spirit and a commitment to lifelong learning, we will embark on a collective mission to empower the next generation, shaping a brighter future for southern Ohio and beyond,” said Bradshaw.

Dr. Norma Kirby, SOESC board president, said, “The Southern Ohio Educational Service Center Board members are proud to have selected Mr. Curt Bradshaw as our 16th superintendent. Curt’s experience, expertise and enthusiasm will continue to move the SOESC forward to support the region’s districts, communities, and students. We are looking forward to a positive and productive future with Curt as our superintendent.”

The Southern Ohio ESC provides quality regional educational services to the school districts and other community agencies in Adams, Clinton, Fayette, and Highland counties.

performance through shared expertise, collaborative partnerships, and continuous
learning,” Superintendent Beth Justice said. Celebrating School Board Recognition Month
is one way to say thanks for all they do.”

To serve over 20,000 students and 2,000 teachers in Adams, Clinton, Fayette, and Highland
Counties while partnering with Region 14/Hopewell Center in assisting school districts with
their academic improvement efforts and special collaborative, Southern Ohio ESC board
members remain committed to teaming with our districts to maintain a focus on children
and their needs.

providing high-quality services, Justice said. Our Board aims to strengthen our partnership
with member school districts as we focus on innovation, creativity, collaboration, and
critical thinking as we prepare our students for the future.”
